What's a "flare stack"? It's neither of those two giant stacks where the blast occurred, is it? What's a "flaring operation"? Is this Natural Gas or....? What are these "cylinders"? And why is it black smoke?
Cylanders used in welding operations, argon, acetylene, propane, nitrogen. Flare stacks are small stacks attached to a "furnace" used to burn them off. Black smoke because most of the burn off is a hydrocarbon.

Each cylinder is put in an enclosure. The contents of the cylinder are released and ignited. Acetylene burns black.
