On Friday, August 5, 2011 at 3:00 PM, Acting Middletown Police Chief Patrick McMahon will host a ceremony at City Hall where three veteran officers will be promoted to the ranks of Captain, Lieutenant, and Sergeant.
Acting Captain Sean Moriarty is being promoted to the rank of Captain. He was hired on November 5th, 1987 and was assigned to the Patrol Division for his first four years until he expressed interest in the Youth Bureau. He investigated crimes against persons for the next five years and then transferred laterally to the Detective Bureau for the next two years where he investigated other major crimes. Then Detective Moriarty transferred to the Traffic Bureau where he would become certified in accident reconstruction. He investigated major and minor motor vehicle accidents until being promoted to the rank of Sergeant. As a sergeant, he worked in the Patrol Division on the evening shift as a Field Supervisor and then back to the Traffic Bureau to supervise officers in that unit. In October of 2008, then Sergeant Moriarty was promoted to the rank of lieutenant. He was assigned to the evening shift in Patrol where he supervised three sergeants and numerous officers. In April of 2011, then Lieutenant Moriarty was assigned to command the department’s Administrative Division. In July 2011 he was promoted to Acting Captain and was assigned to take command of the Patrol Division to date. In addition, Captain Moriarty has been one of the department’s Field Training Officers where he trained and evaluated new officers. He was also the Field Training Officer Coordinator for a period of time. As a fourteen year member of the SWAT (Special Weapons and Tactics) Team he worked his way up to the SWAT Commander’s position prior to leaving the team for other duties. Captain Moriarty is also one of the department’s firearms, less lethal, and TASER instructors. He is the current coordinator of the Firearms Training Program. Captain Moriarty has received the Medal for Bravery, two Meritorious Service Medals, numerous Unit Citations and Letters of Commendation. He is also a Gulf War Veteran serving from 1985-1991 in the United States Army Reserve 344th Military Police Company.
Middletown and in 1996 was selected to become a Field Training Officer. He trained and evaluated numerous new officers periodically over the next eight years. In 1998, Officer Maturo was selected to work within the department’s Street Crime Unit where he investigated numerous narcotics cases. He transferred out of unit in 2001 and was reassigned to the Patrol Division. In that same year, Officer Maturo expressed interest in the department’s Honor Guard. He attended a week long class and was certified at the Fire Academy in Windsor Locks, CT. In 2002, Officer Maturo was selected to join the department’s Mountain Bike Unit. He attended a training class at Southern Connecticut State University where he became certified to ride by International Police Mountain Bike Association (IPMBA). In November of 2004, Officer Maturo was promoted to the rank of sergeant while assigned to the Patrol Division. In that same year, then Sergeant Maturo he took command of the Mountain Bike Unit. In 2009, he became the department’s Honor Guard/Color Guard Commander, a position in which he currently holds. Lieutenant Maturo has earned four Meritorious Service Medals, three Unit Citation Medals including one from the Connecticut State police, and numerous Letters of Commendation.
Detective William (Bill) Porter is being promoted to the rank of Sergeant. He was hired in October of 1994 as a lateral after serving three years with the Chester, CT Police Department. Detective Porter has served for many years in the Patrol Division and currently as a detective in the Major Investigations Unit. He is one of two State Certified Fire Marshals in the police department specializing in Fire Investigations. Detective Porter has assisted the three City Fire Departments when needed. Detective Porter served as one of the department’s liaisons to Wesleyan University and as well as a Field Training Officer. He is a member of the department’s Police Honor Guard and a senior member of the Marine Unit/Dive Team. In addition to his duties, Detective Porter is currently the President of the Middletown Police Benefit Association (PBA). He has also served in every elected office of the Middletown Union including two terms as President and currently as the Treasurer. Detective Porter has earned the Citation for Bravery, an Exceptional Service Citation, and six Meritorious Unit Citations.

I hope they get training like all cops now a days need- how to use their words and not their tasers and egos. In July a homeless man was kicked to death in front of his father by 6 officers who tased him first. He was mentally ill and non responsive. After Katrina 2 men were shot dead by cops, one was mentally ill also, and un armed. It is frightening to think the average citizen can be shot be killed at will by over zealous cops with no consequences.
