How they voted

Here is how the Middletown delegation to the state senate and legislature voted on a few recent bills.

SB-989: AN ACT CONCERNING EDUCATOR CERTIFICATION.
To revise the certification and professional development requirements for educators.
  • Paul Doyle (Senate, D, 9th district): YES
  • Thomas Gaffey (Senate, D, 13th district): YES
  • James O'Rourke (House, D, 32nd district): YES
  • Joseph Serra (House, D, 33rd district): ABSENT
  • Gail Hamm (House, D, 34th district): YES
  • Matt Lesser (House, D, 100th district): YES
SB-792: AN ACT PROHIBITING THE IDLING OF MOTOR VEHICLES.
To prohibit the idling for more than three consecutive minutes of any motor vehicle, except for certain exempted purposes
  • Paul Doyle (Senate, D, 9th district): NO
  • Thomas Gaffey (Senate, D, 13th district): YES

I would love to know why this is i believe the second time rep. Serra has been absent from voting??
Does he know where the capital is?
It would be great to see the eye ask this question!!!

The answer is he had a family obligation! He has and elder parent who was in the hospital. He was there all day, and missed 1hr at the capital! ZIP IT!!

Does anyone know why they are voting on what is already a Connecticut regulation? Is there some twist or difference in this new proposal? Section 22a-174-18(b)(3)(C) of the Regulations of Connecticut State Agencies already clearly states that "no person shall cause or allow...a mobile source to operate for more than three (3) consecutive minutes when such mobile source is not in motion..." with some exemptions for being in traffic, etc. (http://www.ct.gov/dep/lib/dep/air/regulations/mainregs/sec18.pdf.)
