Mayor Sebastian Giuliano, in an interview Tuesday, said that he would offer Acting Chief Patrick McMahon an appointment to become permanent chief of the city's Police Department.
"I believe we have one candidate who posted for the available position," Giuliano said. "I expect to offer him the appointment when he returns from family leave, and that should be very soon."
McMahon applied for an open internal posting within the city. He is one of two qualified candidates for the post. The other is Acting Deputy Chief Greg Sneed.
Though they rejected his appointement in the first round of consideration McMahon said that he expects the Common Council to appoint him on his merits.
"With few exceptions, they all said that they thought I was qualified," McMahon said Friday. "But they objected to the process by which I was selected. The current process is exactly the same one used to appoint the last chief, and they confirmed her. As far as I know the mayor hasn't made up his mind yet, but if he offers me the appointment, I will accept it."
The mayor's appointment has to be reviewed by the city's Personnel Review Committee, and then the appointment would have to be confirmed by the Common Council.

ed,ed,eddy, the statement that the personnel department has verify he is a qualified canidate ???? paleeeeeeeeeaaaaassssseeeeee. hey most of the council did say he was qaulified but most also stated that the recruiting proccess was a bomb but they said they were not pleased with his performance over the past year either. i have nothing against him, he is nothing but a guy trying to get a better job. the mayor and the personnel departments performance is the big question here. they are both out of control and feed off each others willingness to steamroll anyone in thier way wether it be friend or foe. so i say viva la democratooooooooo! if he gets the job good for him, but he should have to go for a phychiatric evaluation first !!! after all this crap who would wanna work here!!!!!!!

I don't know if they will appoint him now after he instituted a 4/2 schedule that the council rejected because it costs too much. Kind of a slap in the face to them.
No politics at it's worse is what the common council did, not what the mayor did.
Again read what the Charter says. Just read chapter V section 2.
"Each Department shall have a department head who shall be known as director and who shall be appointed by the Mayor and confirmed by the Common Council".
Let's stop playing politics and do whats best for the city as a whole.
