For the second time in four months, Mayor Sebastian Giuliano has submitted the name of Acting Police Chief Patrick McMahon to the Middletown Common Council as his choice for permanent chief.
The Common Council will consider that appointment at Monday's Common Council meeting.
Thursday, Personnel Director Deborah Milardo released the full background check on McMahon developed when he was being considered for the post of Deputy Chief.
McMahon's appointment was rejected at the October Common Council meeting. Many of those who voted against McMahon, declared McMahon "qualified" but cited flaws in the process by which Mayor Giuliano selected McMahon. Some cited a residency requirement because McMahon, who owns a home in Middletown, also spends time with his family in Norwich.
In this unprecedented reappointment of the same candidate, some things are different. Giuliano has rejected the process which drew so much criticism and replaced it with a streamlined process used successfully during the appointment of the last Police Chief appointed (Lynn Baldoni) and approved by the Council.
McMahon said that unlike the October appointment, he has not solicited community members to speak on his behalf, because, he said, he came under criticism for the individuals he selected, and those individuals were also dismissed as representing only a narrow slice of the community by some Council members. He also advised officers on the force that on-duty police officers should not attend, and that staff who support the appointment of McMahon should only appear of their own accord.
Public testimony on the appointment will only be considered during the Public Comment section at the begining of the meeting, immediately after the mayor and Council pay tribute to retiring Council Member Vinnie Loffredo.

I do hope that the council will inquire what investigation the chief has done regarding the illegal release of video of a juvenile arreast that was reported here on November 22. Has the chief determined who was responsible for allowing Ed to watch the video? Was it the Chief, or was it someone else. Ed has been noticibly silent on that question.
