On May 13, 2010 the Street Crime Unit with the assistance of the MPD Emergency Response Team (ERT), and the Patrol Division executed a Search and Seizure Warrant at the residence of 166 Pearl St. We had received numerous complaints concerning this address from concerned citizens that reside in the area. Neighbors complained that two Hispanic males continuously run in and out of their house at 166 Pearl St. as they sell crack cocaine and heroin at the corner of Liberty St. and Pearl St.
As the ERT entered the residence they discovered seven parties who were detained. Two of the parties detained were juveniles that were not charged. The five other parties were identified as Miguel Molina DOB 2/25/92, Antonia Flores DOB 6/12/77, Gregory Wright DOB 11/2/86, Kenneth Mercado DOB 1/7/87 of Hartford, and a seventeen year old male (Youthful Offender).
The male target of our investigation Miguel Molina (AKA as Fat Boy) D.O.B. 2/25/92 was taken into custody. Molina was found to be in possession of a large amount of Heroin, Marijuana, and drug paraphernalia. The second target of our investigation, Youthful Offender, was found to be in possession of crack cocaine and drug paraphernalia.
Gregory Wright was found to be in possession of marijuana.
Kenneth Mercado was found to be in possession of 14 bags of heroin.
The Department of Children and Families was contacted as the two juveniles were present while numerous narcotic violations were observed.

Miguel Molina was subsequently arrested for the following charges and held on a $250,00.00 Bond:
Possession of Heroin
Possession of Heroin With Intent to Sell
Possession of Heroin With Intent to Sell within 1500’ of a School
Possession of less than 4 ounces of Marijuana
Possession of Drug Paraphernalia
Risk of Injury to a Minor ( 2 Counts)
The Youthful Offender was subsequently arrested for the following charges and held on a $250,000.00 Bond:
Possession of Crack Cocaine
Possession of Crack Cocaine with Intent to Sell
Possession of Crack Cocaine with Intent to Sell within 1500’ of a Daycare
Possession of Drug Paraphernalia
Risk of Injury to a Minor (2 Counts)
Kenneth Mercado was subsequently arrested for the following charges and held on a $200,000.00 Bond:
Possession of Heroin
Possession of Heroin With Intent to Sell
Possession of Heroin With Intent to Sell within 1500’ of a School
Risk of Injury to a Minor (2 Counts)
Gregory Wright was subsequently arrested for the following charges and held on a $10,000.00 Bond:
Possession of Marijuana
Possession of Marijuana within 1500’ of a School
Risk of Injury to a Minor (2 Counts)
Antonia Flores was subsequently arrested for the following charges and held on a $5,000.00 Bond:
Risk of Injury to a Minor (2 Counts)

I think Phipps should read this post if he felt that Wacker's was wrong about Middletown having a drug problem.

read the charges!! Heroin and Crack are clearly what was being sold her, not marijuana. They cannot be compared. Do your homework and get the facts. If you think that a medical marijuana dispensary would be anything like an illegal heroin and crack operation out of a house, I would wonder what mind-altering substance you are on. A medical marijuana dispensary is no different from a liquor store. oh, except it is different because you have to get a doctor's prescription, So it is MORE controlled.
Except like a methadone clinic - a legal marijuana dispensing station would attract those who have fallen off the wagon and are back on the dark side of drug use - catch my drift?
And someone who falls off the wagon using methadone and goes back to heroin in an already crack infested neighborhood would certainly find easy to get a fix. So would a person who for whatever reason did not stay on the right path with marijuana albeit prescribed, if they just happen to live in crack den Middletown, wouldn't it be very tempting just to get into harder core drugs and become a main street vagrant?

It would be cruel to construct a Crispy Cream next to a Weight Watchers. Right? Not all the dieters would get back in the eating habit, but the sad few will.
Would you stick a legal liquor store next to a AA clinic? NO! And why would you stick a legal marijuana distributor in a town with a high percentage of drug use, metal facilities, rehab centers, half way houses, and prostitution?? Um, I think NOT

A medical marijuana station is not for recovering addicts, but for individuals who have a doctors prescription for marijuana use. People on chemotherapy and who have glaucoma benefit from the medical effects of this drug.
MJS- I think JC's point is in connotation and just how much supportive services can Middletown handle?
Gas Stations and package stores will increase sales of water pipes, rolling papers, etc in response to demand by legal pot users, and thus illegal pot smokers will increase also. Headshops will increase in number.
Yes MJS legal pot distribution is not rehab, but JC makes a valid point as well.
