The Council will vote to reallocate money the city receives from the Federal Department of Housing and Urban Development. Funds will be taken from a wide variety of entitlements from 2016 through 2019 that had gone to organizations like New Horizons Shelter, Gilead Community Services, the YMCA, and Shiloh Manor. All of the reallocated funds will go towards a program for City of Middletown Job Creation and Job Retention.
The Council will also vote on whether to adopt the amended Citizen’s Participation Plan, that allows for a reduced public notice and public comment period, as provided by the waiver granted by the U.S. Department of Housing and Urban Development to address the COVID-19 epidemic within the community.

Loans of up to $10,000 will be available to businesses with fewer than 20 employees. The city would invest $250,000 from the General Fund.
