"One of the flaws of our society, and it's a democratic society, is that there are occasions when people who shout loudly, make misstatements and get more credibility than they deserve," said Board of Education chairman Ted Raczka at a Tuesday morning press conference called to support the beleaguered Middletown school administration.
At last Tuesday's Board of Education meeting, one which was interrupted by loud union accusations, a hasty recess and the arrival of police, the members in attendance voted to hold a press conference to show support of the school administration. This morning the BOE held that press conference with five board members in attendance, Raczka, Bill Boyd, Renee Johnson-Thornton, William Grady, and Ryan Kennedy, who did not sit on the panel.
Also in attendance was State Superintendent of Schools Mark McQuillan, and a the executive diretor of the Connecticut Association of School Superintendents, Joseph Cirasuolo along with the executive director of the Connecticut Association of Boards of Directors, Robert Rader.
Raczka went on to compare those who are accusing the Board of Ed with improprieties with Joe McCarthy's red-baiting during the Army-McCarthy hearings of the 1950's.
"In this district I think it's very similar," Raczka said. "There is no impropriety in the Middletown School District. We are not going to be swayed by shouting and bad manners."
Raczka said after the meeting that he has not received a single specific allegation of financial impropriety from those making accusations.
State Superintendent of Schools McQuillan did not address any of the specific allegations levied against the BOE over the past year, instead, he said, the distraction caused by the dispute between the Board of Education and the city was hindering the sustained progress of the district.
"We need to put them (the disputes) aside and move along," McQuillan said. "Ultimately this is about needing to sustain progress in a district that has climbed out of a very difficult place."
"I'm here, ironically, because I don't think we should have to be here," Cirasuolo said. "It seems to me that the mayor of Middletown does not agree with the law on governance of school districts. And that's his right, but the way to go about that is to get the law changed and not to disobey the law."
"A Board of Education should have control over all its employees, not just its educational employees," Cirasuolo said. "If this goes to full adjudication, they'll find that this kind of arrangement does not stand up to the statutes."
After the meeting, Raczka, who has called the tactics of BOE opponents, "street theater" reacted to the suggestion that the press conference was in the same vein.
"Not at all," Raczka said. "Because we addressed some very specific allegations."
Board member Bill Boyd feels that the attacks by the city have hurt the educational process.
"This school system has been successful, and we don't want to derail that," Boyd said. "This is a competent administration. A very competent administration."
Boyd indicated that the struggle between the city side and the BOE is longstanding, and predates the current mayoral administration.
"There's always a struggle," Boyd suggested. "But using the Police Department to carry out political aims is profoundly inappropriate."
Boyd was referring to the presence of police officers in Board of Education officers following an accusation that financial records were about to be modified or destroyed, and the recent arrest for breach of peace of the Board of Education's business manager Nancy Haynes.
Just a quick correction: I believe Mr. Raczka must have meant Senator Joe McCarthy of the Army-McCarthy hearings. Senator Eugene McCarthy was a man of great patriotism, intelligence and integrity.

ReplyDeleteHow much taxpayer money has been spent on lawyers in this fight? True that there have always been a difference of opinion about how things should work between the city and the boe, but the events that are happening now extend well beyond any difference of opinion. It has become insane. Hopefully Judge Holzberg can end it once and for all and very soon.
ReplyDeleteI don't think that anyone believes that there is a problem with the educational end of the BOE. The problem is with the treatment of the employees at the BOE. How can the BOE keep ignoring labor laws, keep bullying and harrassing the employees. If this is the way that they wish to treat their employees, then they should not be in charge of said employees. This is proven by the number of grievances and labor board charges against the BOE. These are not false accusations. These are real.

ReplyDeleteThe Mayor's should be held responsible for any litigation fee associated with the frivolous law suite's he has brought against the BOE, being a lawyer himself he ether new the suit was frivolous or he is not a very good lawyer. I say its both!
ReplyDeleteThe union's cant save you Mayor, there are many of us republicans that will not support you in your next bid for election. You started off good but when you got into bed with the unions (Deb and John) you lost our support.
ReplyDeleteVote out the BOE and get ride of Supt. Frechette. I've said it for years, and now it's finally coming to a climax. Voters need to wake up and see what the BOE has done to our school system. I'm not saying that Mayor G is innocent of all accusations, but he's definitely on the right side.

ReplyDeleteThis is not about school performance. Check your facts, the school district has several success stories with the current leadership. Stories not heard because the Mayor is on a power trip to protect the status quos of privileged city workers.
DON"T BLAME THE MAYOR! he has done the right thing and gone after Frechette and the BOE who have exploited the precious children and hid taxpayer money behind loose line items for years! Giuliano - you have my vote, and all of the BOE can take the one way bus to H'aartford!!
ReplyDeleteThe Board of Education should not have lawyers throwing around disparaging remarks about the taxpayers and citizens of Middletown, who the Board represents, because some people disagree.
ReplyDeleteOf all professions, lawyers? C'mon now, the overpaid spin meisters of rhetoric and double talk. It is the Middletown taxpayer who will be paying their over-inflated hourly charges.
It has become the slogan recently of liberal left wingers who can't handle oppositional statements, by characterizing others of scare tactics, and apolitical correctness. Look where it has gotten this country today. Save your press conferences for after court trials.
The BOE is not a nice bunch of folks. They are rude to the parents and they dont care about childrens needs or concerns. They are only money pushers. I just moved to this town and I have already formed my opinion by dealing with how they have treated me when I have and still have a problem with my child and a bus situation. I have a bad gut feeling about these folks. Espically Nancy Haynes who is VERY RUDE to parents on the phone.

I don't know if we can handle three more years of Mr. Raczka reign. Something needs to be done sooner. He needs to be under a watchful eye and be scrutinized at every turn!
